국제 정세가 요동칠 때마다 인류는 수없이 반복해 온 경고를 다시 마주한다.

불교는 탐욕을 모든 고통의 뿌리라 했고, 성경은 교만을 패망의 문턱이라

일갈했다.

 

Whenever international affairs are thrown into turmoil, humanity is once

again confronted with warnings it has repeated countless times throughout

history.

 

Buddhism teaches that greed is the root of all suffering, while the Bible

declares arrogance to be the threshold of destruction.

 

그럼에도 오늘의 세계는 다시 힘의 논리로 회귀하고 있다. 법과 규범, 절제가

아니라 압도적 힘과 거래가 국제질서를 대신하려는 퇴행이다.

 

Yet today’s world is once again retreating to the logic of power. Law, norms,

and restraint are being replaced by overwhelming force and transactional

argaining—a clear regression in the international order.

 

최근 미국 정치권을 중심으로 반복되는 강경 발언과 행동은 이 흐름을 상징적

으로 보여준다. 베네수엘라를 둘러싼 군사적 압박과 정권 교체 가능성의 언급,

국제 규범을 경시하는 듯한 언어는 사실 여부를 넘어 분명한 신호를 보낸다.

 

Recent hardline rhetoric and actions emanating from the U.S. political sphere

vividly illustrate this trend. Military pressure surrounding Venezuela, references

to the possibility of regime change, and language that appears to disregard

international norms send a clear signal, regardless of factual disputes.


강대국은 필요하다면 법 위에 설 수 있다는 인식이다. 이것은 단순한 외교 수사

가 아니다. 국제질서의 근간을 허무는 위험한 사고방식이다.

법은 약자의 편의가 아니다. 법은 강자의 자제 장치다.

 

It is the perception that great powers may place themselves above the law

when they deem it necessary.

This is not mere diplomatic rhetoric; it is a dangerous mindset that undermines

the very foundations of the international order.

Law is not a convenience for the weak. Law is a mechanism of restraint for

the strong.


강자가 스스로를 법으로 묶지 않는 순간, 국제사회는 질서가 아닌 공포로 움직

이게 된다. 잠언의 경고는 그래서 여전히 유효하다.

“교만은 패망의 선봉이요, 거만한 마음은 넘어짐의 앞잡이니라.”

 

The moment the powerful refuse to bind themselves by law, the international

community ceases to move by order and begins to move by fear.

 

This is why the warning of Proverbs remains strikingly relevant:

“Pride goes before destruction, and a haughty spirit before a fall.”

 

불교의 통찰도 다르지 않다. 『법구경』은 탐욕을 채울 수 없는 갈증으로 비유한다.

힘을 가졌다는 이유로 멈추지 못하는 욕망은 안정을 보장하지 않는다.

 

Buddhist insight reaches the same conclusion. The Dhammapada likens greed

to an unquenchable thirst. Desire that refuses to stop simply because it

possesses power does not guarantee stability.

 

오히려 더 큰 불안과 저항을 낳는다. 강대국의 과시적 군사력과 거친 언어는 자신감

의 증거가 아니라, 통제 상실의 징후일 수 있다.

 

On the contrary, it breeds greater anxiety and resistance.

The ostentatious display of military might and harsh rhetoric by great powers

may not be signs of confidence, but rather symptoms of a loss of self-control.

 

이러한 국제 환경 속에서 한국의 외교·안보 현실은 냉정하다.
한국은 미·중 전략 경쟁의 한복판에 서 있다. 안보는 미국, 경제는 중국이라는 이중

구조는 더 이상 지속 가능하지 않다. 한쪽은 동맹의 이름으로 선택과 비용을 요구

하고, 다른 한쪽은 경제 의존을 압박의 수단으로 활용한다. 문제는 이 압박이 점점

노골화되고 있다는 점이다.

 

In this international environment, South Korea’s diplomatic and security reality

is stark and unsentimental.


The country stands at the very center of strategic competition between the

United States and China. The dual structure—security anchored to the United

States and the economy tied to China—is no longer sustainable.

 

One side demands choices and costs in the name of alliance, while the other

exploits economic dependence as a tool of pressure. What is most troubling is

that these pressures are becoming increasingly explicit.

 

한미동맹은 여전히 중요하다. 그러나 동맹이 가치와 규범이 아니라 거래와 복종의

문제로 변질될 때, 그것은 동맹이 아니라 종속이다. 시편의 말은 이 지점에서 뼈아프다.
“왕은 군대가 많다고 구원받지 못하며, 용사는 힘이 세다고 스스로 구원하지 못한다.”
군사력은 수단일 뿐, 국가의 미래를 대신 책임지지 않는다.

 

The U.S.–ROK alliance remains vital. Yet when an alliance shifts from shared

values and norms to a matter of transactions and submission, it ceases to be an

alliance and becomes dependence. The words of the Psalms cut sharply at this point:


“A king is not saved by the size of his army; a warrior is not delivered by his great

strength.”

 

Military power is only a means; it cannot assume responsibility for a nation’s future.

 

북한 문제는 이러한 오만의 정치가 얼마나 위험한지를 압축적으로 보여준다.

강대국이 무력으로 정권을 교체할 수 있다는 메시지가 반복될수록, 북한은 핵을 더욱

절대적인 생존 수단으로 고착화한다. 힘의 과시는 억제가 아니라 위기의 자기증식

장치가 된다.

 

The North Korean issue compresses and exposes the dangers of this politics of

arrogance. The more frequently great powers signal that regimes can be changed

by force, the more firmly North Korea clings to nuclear weapons as an absolute

instrument of survival. Displays of power do not produce deterrence; they

become mechanisms for the self-amplification of crisis.

 

역사는 이미 답을 보여주었다.
바벨론은 제국의 힘을 신의 축복으로 착각한 지도자의 오만 속에서 무너졌고, 진나라는

법과 형벌만으로 민심을 억누를 수 있다는 착각 속에서 붕괴되었다.

 

History has already given its answer.
Babylon collapsed under the arrogance of leaders who mistook imperial power for

divine favor, while the Qin dynasty fell through the delusion that law and punishment

alone could suppress popular sentiment.

 

나치 독일은 독재자의 판단을 국가의 이성 위에 올려놓은 대가로 파멸했고, 소련은 현실

을 인정하지 않으려는 집단적 오판 속에서 스스로 해체되었다.

 

Nazi Germany was destroyed by placing the judgment of a dictator above the

rationality of the state, and the Soviet Union disintegrated through collective

miscalculation born of an unwillingness to confront reality.

 

멸망한 국가들의 공통점은 분명하다.
힘이 영원하다고 믿었고, 비판을 제거했으며, 법과 원칙보다 지도자의 판단을 앞세웠다.

외부의 적이 아니라 내부의 오만이 국가를 무너뜨렸다.

 

The common thread among fallen states is unmistakable.
They believed their power was eternal, eliminated criticism, and elevated the

judgment of leaders above law and principle. It was not external enemies

but internal arrogance that brought these nations down.

 

주역은 이를 ‘항룡유회(亢龍有悔)’라 경고했다. 하늘 끝까지 오른 용은 더 이상 오를 곳이

없고, 내려올 때를 맞게 된다는 뜻이다. 강대국의 위기는 쇠퇴에서 시작되지 않는다.

자제력을 상실한 전성기에서 시작된다.

 

The I Ching warns of this as Hangnyong Yuhui (亢龍有悔): a dragon that has risen to

the very top of the heavens has nowhere left to ascend and must face its descent.

 

The crisis of great powers does not begin with decline; it begins at the peak,

when self-restraint is lost.

 

지금 세계는 “법은 필요 없다”는 인식이 공공연히 유통되는 위험한 문턱에 서 있다.

이것은 단지 한 정치인의 언어 문제가 아니다. 자유와 규범을 자산으로 삼아 온 국제질서

자체에 대한 도전이다.

 

Today, the world stands on a dangerous threshold where the notion that “the law is

unnecessary” circulates openly. This is not merely a problem of one politician’s rhetoric;

it is a challenge to the international order that has long treated freedom and rules as its

core assets.

 

한국은 이 지점에서 분명한 선택을 해야 한다. 힘의 편에 서서 단기적 안정을 구할 것인가,

아니면 법과 절제의 편에 서서 장기적 생존을 택할 것인가.

 

At this juncture, South Korea must make a clear choice: to stand with power in pursuit

of short-term stability, or to stand with law and restraint in pursuit of long-term survival.

 

불교의 중도와 성경의 겸손은 같은 답을 준다.
겸손은 약함이 아니라, 국가가 스스로를 망치지 않게 하는 마지막 안전장치다.

 

The Buddhist principle of the Middle Way and the biblical call to humility offer the same

answer.
Humility is not weakness; it is the final safeguard that prevents a nation from destroying

itself.

 

역사는 늘 증명해 왔다.

법을 초월하려 한 제국은 예외 없이 법보다 먼저 무너졌다.

 

History has proven this time and again:
Empires that sought to place themselves above the law collapsed before the law

ever did.
