안개여~ 사라져다오!(Ah, fog! If only it would just vanish!)

안개낀 활주로에 착륙하는 항공기

 

 

문득 가야국에 대한 역사가 궁금하여 삼국유사를 보려고 책장을 열어보니 한구석에

놓여져 있는 빛 바랜 2000년 대한항공 수첩이 눈에 들어왔다.

 

Suddenly curious about the history of the Gaya Kingdom, I opened my bookshelf to

read the "Samguk Yusa" and noticed a faded 2000 Korean Air notebook tucked

away in a corner. 

 

제주공항에 근무하면서 준비해 간 회의자료나 업무계획 및 일정에 관한 내용이었다.

한창 때의 모든 젊음을 항공기 운항에 전념했던 시절에 대한 소소한 이야기가 적혀

있었다.

 

It contained meeting materials, work plans, and schedules that I prepared while

working at Jeju Airport. It was filled with little stories from the days when I dedicated

all my youthful energy to airline operations.

 

한 편의 항공기 운항을 위하여 얼마나 노심초사하며 보냈는지 시절을 회상해 보니

나름대로 보람도 컸고 뿌듯한 순간도 많았던 나날 이었던 것 같다.

 

Reflecting on those times, I realized how much effort and care went into ensuring

each flight ran smoothly.

Those days were indeed fulfilling and full of proud moments

 

문득 펼쳐본 수첩에는 그날의 긴박했던 순간들이 마치 어제 일 처럼 떠 올랐다.

 

As I flipped through the notebook, the urgent moments from those days came back

to me as if they happened just yesterday. 

 

토요일 새벽, 전화벨 소리가 요란하다. 손을 더듬어 전화를 받으니 백상호 씨이다.

인천공항 및 김포공항에 안개가 끼어서 비행기가 내릴수 없어 제주공항으로 회항

한다는 것이었다.

 

One Saturday morning, the phone rang loudly. It was Mr. Baek Sang-ho.

Due to fog at Incheon and Gimpo Airports, flights couldn't land, and they were being

diverted to Jeju Airport. 

 

전화를 끊고 불을 켜고 시계를 보니 새벽 5시가 못되었다. 부리나케 세수를 하고 옷

갈아입고 나가려는데 집사람이 옷을 입고 기다리고 있다.

"왜 벌써 일어났어? 더 자지 않고. 택시타고 갈께" 하니 괜찮다며 앞장을 선다.

 

After hanging up the phone, I turned on the light and saw that it was just before 5 a.m.

I quickly washed my face and changed clothes to head out, only to find my wife

already dressed and waiting.

 

공항에 도착해보니 미국 LA 에서 출발한 KE012 편은 벌써 제주공항에 들어와 있고

계속해서 시드니에서 출발한 KE812 편 싱가폴에서 출발한 KE642 등이 company

Radio로 제주 운항을 부르며 제주공항 날씨를 요청하며 도착 예정시각을 보고해

온다.

 

Upon arriving at the airport, I found that Flight KE012 from Los Angeles had already

landed in Jeju. Meanwhile, flights like KE812 from Sydney and KE642 from Singapore

were calling in via company radio, requesting weather updates for Jeju Airport and

reporting their expected arrival times.

 

도착예정 시간을 파악한후 인천공항을 보니 시정이 100 M 도 되지 않는다.

보통 공항시설 및 항공기에 탑재된 전자장비에 따라서 내릴수 있는 최소 시정

(가시거리) 실링(운고:구름의 높이) 이 다른데 국제공항인 경우 최소한 실링이

200 피트(약 60M) 되어야하고 시정은 800M 가 되어야지만 안전하게 착륙할 수

있는 것이다.

 

After assessing the expected arrival times, I checked Incheon Airport's visibility,

which was less than 100 meters. Generally, the minimum visibility and ceiling

(cloud height) required for safe landing vary depending on airport facilities and

aircraft equipment.

 

For international airports, the minimum ceiling should be at least 200 feet

(about 60 meters), and visibility should be at least 800 meters to ensure a safe

landing.

 

즉 착륙하려는 활주로 끝에 구름이 높이 걸쳐 있으면 구름을 뚫고 내려오면서 활주로를

볼 수 있으나 기장이 착륙 결심을 하는 200피트에 구름이 덮혀 있으면 활주로를 볼 수

없기 때문에 복행을 해야하고 내리려는 활주로가 하늘에서 보았을 때 최소한 800 미터

는(1/2 마일)는 보여야 안심하고 내릴 수 있는 것이다.

 

If clouds are positioned at the end of the runway, pilots can descend through them

while still being able to see the runway. However, if the clouds cover the altitude of 200

feet, where the pilot must make the decision to land, the runway becomes invisible,

necessitating a missed approach. For a safe landing, the runway should be visible

from at least 800 meters (or half a mile) from the air. 

 

인천공항은 숙련된 기장 및 항공기에 따라서 300 미터만 보여도 착륙이 가능하다.

인천공항의 안개가 사라지길 기다리며 시스템을 보니 처음엔 100 미터 뿐이 안나오더니

오전 8시가 가까워 오자 200 미터로 좋아지더니 일이분이 지나자 400 미터 이상으로

급격히 좋아진다.

 

At Incheon Airport, experienced pilots and aircraft can land with as little as 300 meters

of visibility. As we waited for the fog to clear, the system initially showed only 100 meters

of visibility. However, as it approached 8 a.m., visibility improved to 200 meters,

and within minutes, it rapidly increased to over 400 meters. 

 

기장에게 인천공항의 안개가 많이 소산된다며 비행준비를 요청하고 관제기관에 우리

항공기의 비행계획을 제출했다. 그런데 10분이 지나도 항공기가 떠날 준비를 안한다.

이유를 알아보니 승객들에게 서비스할 우유와 빵이 도착을 안했다는 것이다.

 

I informed the captain that the fog at Incheon Airport was clearing significantly and

requested preparations for the flight. We then submitted our flight plan to the control

authorities. However, even after 10 minutes, the aircraft was not ready to depart.

Upon investigating, we found out the delay was because the milk and bread meant

for passenger service had not yet arrived. 

 

물론 인천 안개때문에 제주공항에 불가피하게 내렸지만 비행기에서 날씨가 좋아질 때

까지 지루하게 대기해야하는 승객들에 대한 최소한의 배려였기 때문이다.

 

Of course, even though the diversion to Jeju Airport was unavoidable due to the fog

at Incheon, it was essential to show at least some consideration for the passengers

who had to wait on the plane until the weather improved. This kind of care helps ease

the inconvenience of unforeseen delays. 

 

이렇게 인천으로 가야할 국제선 항공기가 제주공항으로 회항하게 되면 손님에게 제공

해야 할 빵과 우유를 준비하느라고 제주지역의 제과점의 빵이 동이 난다.

 

When international flights that were supposed to go to Incheon are diverted to Jeju

Airport, there’s a rush to prepare bread and milk for the passengers, often causing

local bakeries in Jeju to run out of bread. 

 

제주공항에 통과여객 대합실이 없는 관계로 승객들은 기내에서 대기해야 되고 "집에

전화하게 핸드폰을 달라!, 담배피우게 밖에 나가게 해 달라! 언제쯤 출발할 수 있느냐?"

등 승객들의 요구사항 및 질문에 답하느라 국제선 지상직원들은 그야말로 발바닥에

불이 날 지경이다.

 

Since Jeju Airport lacks a dedicated transit lounge for passengers, travelers must

remain onboard while waiting. This results in a flurry of requests and questions from

passengers, such as asking to use a phone to call home, wanting to go outside for

a smoke, or inquiring about the departure time. As a result, international ground staff

find themselves incredibly busy addressing these concerns, almost feeling like their

feet are on fire! 

 

빵과 우유를 탑재후 KE012 편 부터 차례로 모두 4대의 항공기를 출발시키고 한숨을 쉬는데

서울에서 전화가 왔다. 다시 안개가 몰려오니 항공기를 뛰우지 말고 지상에서 대기하라는

것이었다.

 

After loading the bread and milk, we managed to dispatch all four aircraft, starting with

Flight KE012. Just as we breathed a sigh of relief, a call came from Seoul instructing us

to hold the aircraft on the ground due to another wave of fog approaching.

 

부리나케 기상 시스템 화면을 보니 조금전 까지 700 미터 이상 나오던 시정이 200 미터로

떨어진게 아닌가? 그러나 이미 비행기는 떠나고 말았으니 어찌하랴.

 

I quickly checked the weather system screen and saw that the visibility, which was over

700 meters just moments ago, had dropped to 200 meters. However, the aircraft had

already departed, so there wasn't much that could be done at that point.

 

"아침해가 떠오르면서 일시적으로 나빠진 것이겠지."위로를 하면서 연료도 80,000 파운드나

탑재했으니 충분하고 시정도 다시 좋아지겠지 하는데 이륙후 시간이 흐를 수록 시정이 150

M.. 100M.. 75 M 로 떨어진다. 인천까지 비행시간은 50 여분 인데 잠시후면 인천 상공에

도착할 것이고기상 악화로 착륙을 못하고 다시 제주로 온다면.. 생각만 해도 끔찍하다.

 

As the morning sun rose, I hoped that the worsening visibility was only temporary.

With 80,000 pounds of fuel on board, the aircraft had more than enough for the flight,

and I expected the visibility to improve again. However, as time passed after takeoff,

the visibility continued to drop—150 meters, then 100 meters, and finally down to 75

meters. The flight to Incheon was about 50 minutes, and the thought of possibly having

to return to Jeju due to deteriorating weather conditions at Incheon was daunting. 

 

생각해보라! 기상이 나빠서 한번 제주에 내린 것은 이해할 수 있으나 다시 출발 했다가 못

내리고 제주에 다시 온다면 어느 승객이 이해를 하겠는가!

 

Imagine the scenario: passengers can understand the first diversion to Jeju due to poor

weather, but if the flight takes off again only to return to Jeju because it can't land at

Incheon, it would be incredibly challenging for any passenger to accept or understand.

Such situations can significantly test passenger patience and trust.

 

"기상파악도 제대로 안하고 항공기 운항시켜.. " 라는 커다란 활자의 헤드라인이 내일 아침

조간신문에 뜨겠구나 하는 생각속에 전전긍긍 하는데 안개는 사라질 생각을 안하고 있다.

전번 8월 말에 명예퇴직을 신청하지 못한 것이 내심 후회가 된다.

 

The looming thought of a headline reading, "Airline Operates Flight Without Proper

Weather Check," in tomorrow's morning paper weighed heavily on my mind as the fog

showed no sign of lifting.

 

In that moment of anxiety, I couldn't help but regret not applying for early retirement

last August. The stress of managing such unpredictable situations can be overwhelming. 

 

이륙한지 2시간이 지나도 기상의 변화가 없어 체념하고 이제 다시 제주로 돌아올 항공기의

1,200 여명 되는 승객들을의 후속조치를 고민하는데 기상 화면의 숫자가 미미하게 변하기

시작하더니 10시 반이 지나자 300 M.. 500M.. 800M .. 1000M 로 갑자기 좋아진다.

 

After two hours with no change in the weather, I resigned myself to the task of planning

follow-up actions for the 1,200 passengers potentially returning to Jeju.

 

Suddenly, the numbers on the weather screen began to show slight improvements,

and by 10:30 a.m., visibility improved rapidly: 300 meters, 500 meters, 800 meters,

and finally 1,000 meters. It was a relief to see such a positive change. 

 

"이렇게 좋아질걸 그렇게 마음 고생을 시키다니.." 기상예측은 달나라를 가는 기술보다 더

어려운 모양이다. 기상예보는 오전 9시 면 안개가 소산되는 것으로 발표되었고 다시 나빠

진다는 예보는 없어 비행기를 출발시켰으나 이렇게 되리라고는 누구도 생각치 못한 일이

었다.

 

"It's as if the weather just decided to ease my anxiety all of a sudden," I thought. Weather

forecasting seems to be even more challenging than the technology needed to go to the

moon.

 

The forecast had indicated that the fog would clear by 9 a.m., with no predictions

of it worsening again, which is why the decision was made to proceed with the flights.

But nobody could have predicted such a turn of events.

 

요즘 모든 항공사들이 Consumer-Oriented(고객 중심의) 경영을 하고 있다.

이는 고객이 없는 항공사는 이미 죽은 항공사이기 때문이다. 그래서 모든것을 고객의 입장

에서 생각하고 어떻하면 고객이 흡족하게 생각하는 서비스 상품을 개발하느라 여념이 없는

상황에 미국 테러로 항공업계가 비상이였다.

 

These days, all airlines are emphasizing consumer-oriented management because an

airline without customers is essentially a dead airline. This focus means thinking from

the customer's perspective and continuously developing service products that satisfy

their needs.

 

However, the industry faced a significant challenge with the U.S. terrorist attacks,

which put airlines on high alert. 

 

스위스에어를 비롯한 선진 항공사들이 경영악화로 문을 닫을 판이고 수십만명의 항공종사

자들이 일자리를 잃게 되었다. 하루바삐 항공테러 및 백색가루의 테러에서 벗어나길 바라며

항공업계가다시 일어날수 있도록 많은 분들이 항공기를 이용해 주시길 바란다.

단지 아래와 같은 상황만 아니라면 말이다.

 

Faced with deteriorating financial conditions, even established carriers like Swissair were

on the brink of closure, and hundreds of thousands of aviation employees were at risk of

losing their jobs. The hope is to quickly move past the threats of aviation terrorism and

white powder incidents so that the industry can recover, with more people choosing to fly. 

 

외국인 친구의 이름이 잭(JACK) 이라면 비행기안 에서 만나더라도 절대로 인사하지 말기를

독자 여러분께 당부드린다. 2000년 6월 미 캘리포니아 오클랜드를 출발한 항공기에 탑승한

사업가가 이름이 잭인 기장에게 "Hi, Jack!" 하면서 인사를 한 것이 관제기관에서 듣게 되어

항공기가 납치(Hijack)된 것으로 오인하여 사법기관에 비상연락을 취하고 항공기를 다른 곳

으로 회항시킨 일이 있기때문이다.

 

If you have a foreign friend named Jack, I advise you not to greet them using their name

on an airplane. In June 2000, a businessman aboard a flight departing from Oakland,

California, greeted a captain named Jack with "Hi, Jack!" Unfortunately, air traffic control

overheard this, mistook it for a hijack alert, and notified law enforcement, causing the aircraft

to be diverted. 

 

항공기 운항에 가장 저해되는 원인이 첫째는 기상요인, 둘째는 조류충돌(BIRD STRIKE),

세째는 항공기결함 등이다.

 

The three main factors that most negatively impact aircraft operations are, firstly, weather

conditions; secondly, bird strikes; and thirdly, aircraft malfunctions.

Each of these can cause significant disruptions and require careful management to ensure

safety and efficiency. 

 

요즈음은 제주항공, 진에어, 에어부산, 에어서울 등 많은 저가항공사(LCC: low cost carrier)

난립하고 있다. 항공 수요는 갈수록 늘어만 가는데 항공 종사자는 단시간에 양성할 수 가 없고

최소의 인원으로 운영되다 보니 업무강도가 배가되어 긴급상황 발생시 빠른 대처가 불가하고

피로누적으로 인한 사고위험이 증가될까 걱정이 된다.

 

Nowadays, many low-cost carriers (LCCs) like Jeju Air, Jin Air, Air Busan, and Air Seoul are

competing in the market. While demand for air travel continues to grow, the training of

aviation professionals cannot be rushed, leading to operations with minimal staff.

 

This increases the workload significantly, making it difficult to respond quickly in emergencies

and raising concerns about accidents due to fatigue.

 

요즘 세계 각국에서 일어나는 각종 사고 소식을 보면 조류충돌로 인한 추락사고는 물론 배터리

(battery) 과열로 인한 회항도 자주 일어나고 있다.

또한 비행 중 승객이 문을 여는 황당하고 어이없는 사고가 자주 발생하니 항공사와 승객 모두

안전의식을 가지고 비행에 임해야 할 것이다.

 

With the variety of incidents occurring around the world today, we've seen everything from

crashes caused by bird strikes to diversions due to battery overheating.

 

Additionally, incidents involving passengers attempting to open doors mid-flight are both

shocking and concerning.

Both airlines and passengers must prioritize safety awareness to ensure secure flights. 

 

사고 후에 '안전 불감증'이란 문자를 뉴스에서 다시 보는 일은 없어야 할 것이다.

 

Seeing the phrase "safety complacency" in the news after an accident is something that

should be avoided at all costs. Ensuring a proactive approach to safety is crucial for

preventing future incidents.
